If you find yourself imprisoned in a hospital or clinic and charged exorbitant fees, don't be intimidated and don't sign anything. Never surrender your passport. Do not complete an “Exit Survey” or pay your account before receiving an itemized bill to which you are entitled. Under Article 91 of Mexico´s Consumer Protection laws, you can demand reimbursement of overpaid charges for ANY type of service. Save all receipts and itemized accounts in case you need to initiate legal proceedings. Under Article 281 of the Sinaloa Penal Code, it is against the law for any “hospital, sanatorium, clinic, dispensary, nursing facility or any other health center” to stop you from leaving by claiming you have not paid your bill. If this happens to you, call or go to your Consulate immediately.
 
If hospitalized, ask your doctor what his fee is for the entire procedure BEFOREHAND. Get a DAILY ITEMIZED bill from the hospital. We know that Sharp Hospital and Clinica del Mar provide them. There are many good doctors and hospitals in Mazatlán, but if you have a complaint about medical care or over billing, you can present your case to La Comisión de Arbitraje Médico del Estatdo de Sinaloa, (Medical Arbitration Commission for the State of Sinaloa), Mazatlán address: Rafael Buelna #202 (corner Jesús Kumate Rodríguez), 2nd Floor of Las Conchas de Mazatlán building, tel/fax: 983-9300, hours: 8:30am-3:00pm Mon-Fri. email: cames044@hotmail.com. There is no cost to appear before the Arbitration Commission.
