Planning a Beach Party?

By Maureen Dietrich
Balmy evenings on the beach, moonglow on the waves, cool sand underfoot. What better place to have a party with good friends than on the beaches of Mazatlán. But before you send out the invitations, you may need to apply for a party permit.

According to Semarnat, the Federal Government department responsible for beaches and permits, if you own property fronting the beach your property came with a concession allowing you to use the beach directly in front of your place however and whenever you wish. The only restriction is you cannot cordon off the area to public through traffic.

However, if you live inland and want to party on the beach, you have to apply for a permit. Here´s how:
(1) write a letter to Carmen Torres Eceberre, Delegada de Semarnat en Sinaloa, stating the date, time and place of the party, and promising to clean up when your friends finally go home
(2) take the letter, 3 copies of Form 5 (available at pap- elerias) to the Semarnat of fice in the Bonfil Industrial Park by the docks. They keep the letter and fill out the form
(3) take all 3 copies of Form 5 to the bank and pay 150 pe- sos. The bank keeps one copy
(4) return to Semarnat with the remaining (stamped) two copies. Semarnat keeps one and begins to process your permit application, which takes two or three days. Then bring on the beer. You are now legally ready to party hardy on the beach.

One note: if you rent a condo on the beach, you do not need a permit. The concession exists for the entire building, providing all taxes, etc. have been paid by the owners. For more information, contact the Semarnat office at 985-5923, or check their website at www.semarnat.gob.mx/zonafederal
